assess the effectiveness of cloud seeding in Utah during eight winters.
In these evaluations, both daily and quasi-monthly precipitation records
are used to represent target precipitation for some 17 seasons prior to
the seeding project as well as during the project.

Covariates are formed from precipitation In a control area to
the west of the target. Also, station-level pressure is used as another
form of a covariate. Furthermore, other covariates are developed from
upper level data, but with only a seven year pre-project data base.
Stratification of storms according to a cloud-top temperature estimation
is also utilized in the evaluation.

Evaluations based upon these several approaches are further examined
by testing the "stability" of the covariates, i.e., whether the relation-
ship between two unseeded areas remains stable throughout the whole
historical period. Also, effects of removing unseeded storms within the
project period are also investigated.

A list of the various stations, their location and elevation
is provided in Appendix D. Seasonal amounts of precipitation are
listed for all stations, both target and control. Also, other parameters
such as developed from station pressure are listed in the appendix.

9
