~,lokelur.me Basin and to the north in the Almanor area. Barney Clorety
and Ray Sherrets from the Sacranento :.hmicipal Utility District (~UD)
are also here. They Imve an ongoing program, and have had for a mm"::ler
of years, '.dthin the --\lilerican River Basin.

To come into this area and perfonn a research prograD that \dll include
extensive evaluation is going to take a great deal of cooperation and
understanding among all of the programs.

.

.~other ~portant part of the project is to study the entire area of
effect, not just the centralized project area or as it's comnonly re-
ferred to, "the target area", but also any extended area of effect.
This \dll include both the basins to the north and to the south, as
\.....ell as parts of Xevada to the east \\-hich are frequently called the
dmlin\iind area. ..m important part of this project \dll be to evaluate,
to the extent possible, the effects in these surrounding areas.

Another product of the project \dll be a detemination of the transfer-
ability of \\'hat we learn in this area to the surrounding basins. I
think there continues to be the hope that Keather modification tech-
nology can be transferred even longer distances. Hm\'ever, the restraints
imposed by differences in climatology and topography restrict the trans-
fer of Khat is learned in one area to another area.

I have some slides to give you a better idea of the \\'ork that has been
carried on up to this tiP.1e. The main thing I \\"ant to point out on this
slide (Figure 1) is that it shows a time sequence by years of the dif-
ferent program phases. The phases of the program" are: First, the pre-
li,linary phase, which includes the environmental assessment by Dr. Cooper
from San Diego State University, and. the prelir.1inary plan by Dr. Tony
Lovell of ~IBAssociates (}IBA). TIlese preliminary design concerns \.....ere
discussed at a meeting in Burlinga.lle, California, in 1975. This \'\iaS the
beginning of our ?reli.'"1inary planning.

-4-
