PRDGR"-'l REVIE'w'

by
Olin Foehner
Bureau of Reclawation

At this tillle I \...i.ll e:A1Jlain some of the backgrOl.md leading up to
this conference. ~fumy of you are quite fa~iliar with the ~urk that
has been done on the Sierra Cooperative .Pilot Project. Q.1ite a few
of you have been involved in the preliminary work.

There \-.ill be quite a bit more disOlssion as we go along on defining
things in nore detail. But generally the purpose of the sepp is to
develop an acceptable technology for increasing the water supply from
the Sierra Nevada. Ke have been looking at areas that are best suited
for this progra.'"!l since its beginning several years ago.

WIth the cooperation of the California Department of Water Resources
we began by looking into both the Feather River Basin and the .~erican
Ri\~er Basin as potential areas for study. Through the efforts of the
prelTIninary design and the interest ~nich has grown in the project area,
the selection \...ClS made to concentrate on the i\mericaTl. River Basin.

l\"e have recently received a request frafi t.~e State of !\evada to consider
enlarging the project area to include t.he Tahoe-Truckee area as well.
The plans \....e Kill be talking about at this conference take into considera-
tion that extension. A formal arrangement wi. th Nevada hasn't been reached,
but we eJl..-pect this will be done \-;hen both parties can define the area and
Khen Xevada cOrlpletes its emergency drought-relief program. In order to
study this area, it has been necessary to work in an enviromnent \vnich
1S affected by a TIUDber of ongoing operational prograns.

There is a representative here today from Pacific Gas and Electric which
is conducting a project Lllffiediately to the south of the SCPP area in the

-3-
