<br /> <br />Foreword <br /> <br />THE MANAGEMENT of technology for the commonweal is, if <br />not the central problem of our society, certainly an issue of <br />paramount and expanding urgency. <br />To a substantial degree, the publics interested in any par- <br />ticular technology as well as decision-makers in the private <br />sector and in the government find themselves forced to act, or <br />at least take a stand, with inadequate knowledge of the techno- <br />logical alternatives and their possible consequences. The grow- <br />ing interdependence of our society on major technological <br />developments, the incredibly large commitments of money and <br />manpower, and the long period to realization for major projects <br />all demand more reliable methods of forecasting and anticipat- <br />ing consequences of technology. The demands for foresight are <br />exacerbated by the growing number of negative consequences <br />of technology which could have been mitigated, moderated, or <br />limited if effective early warning had been sounded. <br />Technology assessment, of which this study is one example, <br />is the name for a class of policy studies intended to anticipate <br />and explore the full range of consequences of the introduction <br />pf new technology or the expansion of an old technology in new <br />and different. ways. Men have always been interested in the <br />consequences of technological development.
