Seeding hypotheses and <br />statistical evaluation procedures would be developed during the <br />initial three years of the program and would result in the selection <br />of an experimental design. This plan would include a conceptual model and <br />seeding hypotheses for snowfall augmentation. Specifications for <br />field studies would be included in annual Field Operations Plans. <br /> <br />2.5.1.2 Site Survey and Facilities Development <br /> <br />Preliminary aerial reconnaissance of the SNOWATER area would be <br />carried out with a view to identifying possible field sites. Locations <br />fo~ a field headquarters, a mountain observatory, and measurement and <br />operational systems identified would be found. <br /> <br />2.5.1.3 Equipment And Contracts Procurement And Testing <br /> <br />Critical systems and contracts would be procurred beginning in Year <br />One and continuing during Year Two.
