A contract to provide additional analyses of precipitation data would <br />be required to help delineate the variability of snowfall in space and <br />time and contribute to the design of the full-scale experiment. <br /> <br />2.4.3.2 Hydrology Studies <br /> <br />Pre:ipitation-runoff relationships and watershed models would be <br />adapted to the Oldman River basin to document the amount of water <br />actually produced by cloud seeding. <br /> <br />2.4.3.3 Numerical Modelling <br /> <br />Numerical models are needed to compute ice and snow crystal gro\rlrth and <br />to target these particles under varying conditions to the appropriate <br />mountain crests. Consequently, this activity would feature the use of <br />numerical models to provide insight into the microphysics of <br />orographic cloud systems. <br /> <br />2.4.3.4 Social And Environmental Impacts Study <br /> <br />Any impacts of cloud seeding would be felt by residents and visitors <br />to the sparsely populated target area. This activity could involve <br />consultations with citizens' organizations, trade associations, <br />recreational facilities, municipal, provincial, and federal agencies. <br />This activity would require expertise in regional impacts assessment. <br /> <br />An assessment' of the potential environmental impacts of a snow <br />augmentation program would be completed during SNOWATER I. The purpose <br />would be to identify and assess possible impacts and to recommend <br />monitoring procedures for SNOWATER II. It is anticipated that the <br />assessment would follow an approach similar to that used for Colorado <br />projects (Weisbecker, 1974). <br /> <br />2.4.3.5 Benefit/Cost Analysis <br /> <br />Estimation of economic benefits from weather modification is important <br />(Cleveland, 1978). It must be emphasized that economic assessments <br />would be difficult because both the physical capability to modify the <br />weather and the time required to reach operational status are <br />dependent on the level and quality-of the research investment. Despite <br />these difficulties, public awareness and support for SNOWATER requires <br />reasons to believe that a positive payoff for investment is highly <br />likely. <br /> <br />This activity would consider costs and benefits of operational <br />seeding. It is recommended that this activity be started as soon as <br />possible. <br /> <br />2.4.3.6 Statistical Evaluation Studies <br /> <br />The final measure of success for the SNOWATER project would be the <br />amount of snow produced by cloud seeding.
