Representatives from both offices took part in regulatory, citizen
participation and public information functions.

The legislation required reports to the General Assembly upon completion of
each project. The reports were a record of activity rather than an
indication of results. Projects were monitored and summarized, but
evaluation of a single year's seeding was not undertaken. Comparison of
many seeded and non-seeded events over a period of years is required for
evaluation of results.
