<br />B. Drought Relief in 1977-78 - House Bill No. 1722 <br /> <br />The second act for emergency drought relief. Hous e Bill No. 1722, was signed by <br />the Governor in June of 1977. It followed positive discussion of the earlier <br />winter seeding project and recommendations of the Governor's Science and <br />Technology Advisory Council and the Colorado Weather Modification Advisory <br />Committee. <br /> <br />i <br />r" <br /> <br />To finance this second project, the General Assembly made a supplemental <br />appropriation to the Department of Natural Resources of $300,000 with the <br />provision that an additional amount equal to at least one-half of each <br />expenditure be provided from sources other than the appropriation in the Act. <br />The target for this project was all mountain areas in the state above 9,500 ft. <br />Clouds were seeded between Novemb er 15, 1977' and April 30, 1978. <br />An additional $50,000 was appropriated for monitoring and evaluation. These <br />amounts were supplemented by federal and local funds of $616,500 for a total <br />financial program of $966,500. <br /> <br />All mountain massives in the state above 9,500 ft (2,895 m) -- included <br />the headwat er areas for all major rivers and Colorado River <br />tributaries.
