<br />>. <br /> <br />-. <br /> <br />January 1977 made the following recommendations: <br /> <br />- A public information program should be conducted consisting <br />of newsletters, presentations at local meetings, and news <br />releases. <br /> <br />A citizen advisory committee should be appointed. <br /> <br />Constituency op1nlon concernlng SCPP should be aS$essed <br />each fall. <br /> <br />A compensatory mechanism for county impacts should be <br />devised and utilized. <br /> <br />Research should be conducted that will answer questions <br />raised by citizens and organizations (4). <br /> <br />Project management considered each of these recommendations and, <br />ln a number of cases, had preceded the assessment with specific actions. <br />News releases have been issued on a regular basis since the initial pub- <br />lic meetings in 1974. Since March 1976, 13 newsletters have been dis- <br />tributed to a mailing list of about 700 in the project area. Project <br />personnel have attended and a~dressed numerous public meetings in the <br />project area and have sprinsored a large meeting e&ch fall since 1976. A <br />citizen I s council \>138 formed in January 1978 and continues to meet. on a <br />regular basis. Research is planned or is being conducted to answer most <br />of the questions raised. The recommendation that a compensatory mecha- <br />nism be devised and used is a valid consideration only after the more <br />basic questions are answered. Is there an increase? Where does the <br />increase occur and what is its magnitude? <br /> <br />The SCPP has collected a large amount of data over the past 4 win- <br />ter seasons. The decision has been made to increase the amount of time <br />and effort over the next year in completing a thorough analysis of exist- <br />lng information. A reduced level of field experiments will continue with <br />emphasis on collecting data to answer the questions regarding low-level <br />supercooled water. The analysis will contribute to the preparation of a <br />design plan for initiating the exploratory phase of seeding on individual <br />_ cloud types. <br /> <br />RESEARCH TODAY <br /> <br />The complexity of the atmosphere is widely recognized. Interact- <br />ions of clouds and cloud systems are so variable that physical cause and <br />effect are very difficult to predict. Adequate tools for observing and <br />measuring the atmospheric parameters and their rapid changes have not <br />been available. The technology for reliably altering natural physical <br />processes to obtain beneficial changes is still in an early stage of <br />development. Research today must improve the tools available for making <br />high resolution measurements and then use these tools to establish the <br />physical relationship between linking events in the precipitation <br />process. <br /> <br />The cost of research to obtain information fro~ the many required <br />data components is much higher than prevlous research attempts that <br /> <br />8 <br /> <br />Foehner <br />
