Foehner !/ Member ASCE <br /> <br />ABSTRACT <br /> <br />Research on winter orographic precipitation augmentation ,.,hich encom- <br />passes scientific, economic, environmental, and social interests has <br />undergone significant change during the past l5 years. Effective manage- <br />ment has required the continuous balancing of priorities. Water <br />resources research has undergone a change in emphasis from developing <br />augmentation to improved management and conservation with corresponding <br />shifts in budget priorities. The Water and Power Resource Service's <br />Project Skywater research is reviewed with examples of past and present <br />field programs. The existing Sierra Cooperative pilot Project and the <br />planned Colorado River Basin Project are consistent with the Weather <br />Modification Advisory Board's recommendations to the Secretary of <br />Commerce on required research. <br /> <br />INTRODUCTION <br /> <br />"If the day is distant a!ld dim when the benefits of weather <br />modification will become real, tangible and universally <br />enjoyed, it is no longer possible for any to argue justi- <br />fiably that such a day is beyond the reach of man at all. <br /> <br />"This is a field 1n which I want us to move ahead to make <br />a breakthrough I am convinced is possible for us." <br /> <br />--President Lyndon B. Johnson, 1965 <br /> <br />The preceding statement expressed a management decision made at the <br />highest level within t~e Federal administration to endorse the research <br />required to develop an improved weather modification technology. The <br />decision established a policy which supported an increased budget to the <br />Water and Power Resources Service's OARI1 (Office of Atmospheric Resources <br />Management).
