IBCC Colorado River Basin <br />Minutes of Meeting on December 17, 2007 <br />Minimum flow data collection techniques, Approve grant requests, PSOP discussion <br />1. Next Meeting: Monday, January 25, Glenwood Springs Community Recreation Center, <br />1:00 to 4:00. <br />a. Jim Lochhead, Esq., former head of the Colorado Department of Natural Resources, will <br />discuss the Colorado River Settlement that was signed December 13, 2007. <br />2. Approve November 2007 meeting minutes. The November 26, 2007 minutes were approved <br />unanimously with no corrections. <br />Reporter: These minutes were prepared by Ken Ransford, Esq., CPA, 970-927-1200, <br />kenransford~comcast.net. <br />4. Upcoming meetings: <br />a. January 8: Discussion of Piceance Basin coalbed methane gas water depletion study - <br />Garfield County Fairgrounds. <br />b. January 24-25: Water Congress meeting. <br />5. Report from other Roundtables -None. <br />6. Non Consumptive Needs Analysis Committee- The NCNA committee met prior to the CBRT <br />meeting and discussed the NCNA progress. Members from the Yampa-White, Guniuson, <br />Southwest, and South Platte Roundtables attended. Rick Brown of the CWCB mentioned that <br />the NCNA report is expected to be completed within 18 months. It should include a GIS <br />analysis, maps that show the prioritized river stretches, and a quantification of flows. Several <br />presenters from CSU Fort Collins, the CWCB, and the Nature Conservancy discussed flow <br />quantification tecluliques. Meeting handouts provide additional information regarding flow <br />measuring technques, available from Lane Wyatt, gglane~colorado.net. Highlights of the <br />presentations include: <br />a. Prioritize stretches needing additional information. The basin roundtables were encouraged <br />to identify river stretches where additional information regarding flows is needed. It takes <br />about 6-12 months to collect flow data at specific sites, so now is the time to deternune sites <br />that need additional data. <br />b. CBRT members should identify river stretches that need site specific work. <br />c. Watershed Flow Evaluation Tool. Brian Bledsoe and LeRoy Poff of CSU discussed the <br />Watershed Flow Evaluation Tool which is appropriate for developing awatershed-scale map. <br />No site-specific data is collected to develop the WFET. But, the WFET can identify sites <br />that need additional data. <br />d.
