<br />organized and conducted under four concurrent and synergistic <br />subprograms. <br /> <br />Subprogram I: Feasibiltiy Studies and Core-Scientific Training <br /> <br />This subprogram consists of design and feasibility studies, and <br />training in Thailand in the fundamentals of scientific weather <br />modification. <br /> <br />.. <br /> <br />i <br /> <br />Subprogram II: Proposed Operational and Institutional <br />Development Activities <br /> <br />This subprogram involves the conduct of a major scientific <br />demonstration of precipitation augmentation in the catchment <br />area of Bhumipol Dam including new and upgraded equipment, <br />technical assistance, in-service training in scientifically- <br />based weather modification, scientific and economic evaluation <br />and institutional development. ' <br /> <br />Development of a National Capability in <br />Atmospheric Sciences <br /> <br />This subprogram is devoted to the achievement of advanced <br />levels of education in specific scientific areas to enhance <br />long-term capabilities in scientific weather modification in <br />particular and in atmospheric sciences in general. <br /> <br />Subprogram I II: <br /> <br />Subprogram IV: Program Monitoring and External Evaluation <br /> <br />This subprogram provides for annual monitoring reviews and <br />external evaluation of the overall program to assure quality <br />control and to provide technical oversight to support program <br />implementation. <br /> <br />ii. Decision points~ - A decision to invest further resources in <br />the activities outlined above and to proceed to implement a large- <br />scale demonstration project as described in Subprogram II by the <br />Royal Thai Government and cooperating international organizations <br />should only be made after the Ministry of Agriculture and <br />Cooperatives and the RRRDI demonstrate their commitment to the <br />reconrnended five-year program.
