<br />o The addition of more modern weather-sensing equipment and related <br />training in operations, data management, and analysis that are pro- <br />vided for this weather modification program should significantly <br />enhance the Royal Thai Government's short- and long-term capabilities <br />and competence in serving the meteorological and climatological needs <br />of Thail and. <br /> <br />o The provision of additional and improved weather radars and <br />application-oriented products from the existing satellite receiving <br />system should immediately enhance current weather forecasting prac- . <br />tices and provide for gradual improvements in weather forecasts. <br /> <br />o Scientific determination of the potential of cloud seeding to <br />increase fresh water supplies and agricultural development through <br />redistribution and/or enhancement of rainfall, and a quantitative <br />assessment of the benefits and costs of the rainmaking operations. <br />The evaluation of program results is critical to assure the technical <br />soundness and cost effectiveness of any weather modification program. <br /> <br />o A better understanding of the initiation and development of precipi- <br />tation in tropical clouds to improve the scientific basis of precipi- <br />tation enhancement operations and quantitative precipitation <br />forecasting. <br /> <br />o An evaluation of the economic, social, and environmental impacts of <br />precipitation enhancement, both positive and negative, to assure <br />maximum benefit from weather modification activities. <br /> <br />o Development of suspension criteria to ensure avoidance of inadvertent <br />outcomes such as floods or severe weather events and their effects on <br />the safety of citizens, property, and the stability of the environ- <br />ment that is consistent with responsible professional practice and <br />within levels of risk acceptable to the Royal Thai Government. <br /> <br />o Establishment of a center of expertise in scientific weather modi- <br />fication research and operations within the ASEAN community. It <br />should be noted that what is learned about weather modification in <br />Thailand could be transferred to other cOll1Jar'able climatic areas in <br />Southeast Asia and the world. <br /> <br />o <br /> <br />Increased atmospheric sciences expertise and enlarged data bases with <br />which to address a wide range of atmospheric resources issues facing <br />Thailand. <br /> <br />The interactions and cooperation between the RRRDI and other Government <br />organizations with a stake in water resources that is called for in the <br />recommended weather modification program should sigrnificantly improve the <br />overall water resource management program of Thailand. <br /> <br />Required Commitment to the Recommended Program <br /> <br />The rate of scientific advancement in Thailand's wE!ather modification and <br />atmospheric sciences capabilities, and the achievement of the expected <br /> <br />iv <br /> <br />'! <br /> <br />gg <br /> <br />~" <br />'-' <br />1', <br />
