<br />;l <br /> <br />Recommended Elements of a Five-Year Developmental Program <br /> <br />The team recommends implementation of a five-year developmental program <br />organized and conducted under four concurrent and synergistic subprograms: <br /> <br />Subprogram I: Feasibility Studies and Core-Scientific Training <br /> <br />This subprogram consists of design and feasibility studies, and training <br />in Thailand in the fundamentals of scientific weather modification. <br /> <br />= <br /> <br />Subprogram II: Proposed Operational and Institutional Development' <br />Act i viti es <br /> <br />This subprogram involves the conduct of a major scientific demonstration <br />of precipitation augmentation in the catchment area of Bhumipol Dam <br />including new and upgraded equipment, technical assistance, in-service <br />training in scientifically-based weather modifi~ation, scientific and <br />economic evaluation and instituttonal development. <br /> <br />Subprogram III: Development of a National Capability in Atmospheric <br />Sciences <br /> <br />This subprogram is devoted to the achievement of advanced levels of edu- <br />cation in specific scientific areas to enhance long-term capabilities in <br />scientific weather modification in particular and in atmospheric scien- <br />ces in general. <br /> <br />.. <br />r <br /> <br />Subprogram IV: Program Monitoring and External Evaluation <br /> <br />This subprogram provides for annual monitoring reviews and external eva- <br />luation of the overall program to assure quality control and to provide <br />technical oversight to support program implementation. <br /> <br />It is recommended that efforts begin in all subprograms from the outset <br />although some aspects of Subprogram II depend on the results of studies to <br />be prepared as elements of Subprogram I. It is further recommended that <br />training be conducted in Thailand and abroad at centers of expertise using <br />formal and informal techniques. . <br /> <br />Anticipated Results of the Recommended Program <br /> <br />The primary results expected from the recommended five-year program are: <br /> <br />o The training of scientific, technical and managerial personnel from <br />the RRRDI and other cooperating water and agriculture agencies in the <br />design, planning, management, implementation, and evaluation of <br />scientifically-based programs of weather modification. <br /> <br />ior <br /> <br />t <br /> <br />o <br /> <br />Improved equipment and facilities with which to conduct scientific <br />weather modification research and operations that will also <br />materially benefit water and agricultural management programs in <br />Thail and. <br /> <br />i.j.i .' <br />
