There have been three types of training provided to the RRRDI personnel.
First, the scientists and engineers have received E!XpOSUre to foreign
scientists through participation in a limited nUmbE!r of conferences and
seminars, such as the First ASEAN (Association of Southeast Asian Nations)
Seminar on Weather Modification and Evaluation Techniques (1984) and the
National Seminar on Weather Modification for Agriculture, Water Resources
and Environment (1986). Second, some scientists, engineers, and tech-
nicians have recently had intensive training in English, statistics, and
computerso Field technicians and others have received "on-the-job"
training by RRROI staff. Although there has been some internal training
from time to time, there does not appear to have been a formal training
plan for upgrading the skills and knowledge of the RRRDI scientists and
engineers.

J. Public Relations

~

The Institute maintains an active Public Relations Section which provides a
broad range of services to support public understanding of the mission and
program of the Institute. The section maintains close coordination with
the offices of local Governors and the press when field operations are con-
ducted. It is also responsible for providing technical support and coor-
dinating publicity for technical conferences, international visitors, and
other special events.

K. International Activities

1. Bilateral cooperation

The Institute maintains a strong and active program of bilateral
international cooperation. A large number of foreign delegations have
visited Thailand to review the activities of the Institute. These
include onsite visits by scientists and engineers from Singapore in
1972 and 1977, Indonesia in 1980 and 1982, Malayasia in 1977, 1979,
1981, and 1983, Sri Lanka in 1981, and Bangladesh in 1986. Personnel
from the Institute have made site visits and conducted demonstration
programs for technology transfer in Indonesia in 1978, Sri Lanka in 1981
and the Phillipines in 1983. They have also made official visits to the
Peoplels Republic of China in 1984, the United States in 1985 and Canada
in 1986. The Institute has also hosted visits ~y experts of the
Nationa 1 Oceanographi c and Atmospheri c Admi ni str, ation of the Uni ted
States in 1985 and INTERA Technologies Ltd. of Canada in 1986.

2. Multilateral cooperation

The Institute cooperates with the World Meteorological Organization
(WMO) and the Association of Southeast Asian Nations (ASEAN). WMO
cooperation is primarily concerned with data exclhange and technical
assistance. In 1984 the RRRDI hosted experts frl:>m the World
Meteorological Organization. ASEAN cooperation 'in weather modification
is coordinated through the activities of the ASEJ~N Subconrnittee on
Climatology which has held annual meetings since 1978. The activities
of the formally constituted Experts Worki ng Group on Weather Modi fi ca-
tion have focused on:

t'

;.

38
