<br />. <br /> <br />on the staff have graduated from recognized Thai universities; however, <br />none has an advanced degree although several have attended short-term <br />training programs in foreign countries. An analysis of the 28 people by <br />, t~e major field of their bachelor's degree is shown in table 111-8. <br />Traditionally, personnel attracted to take civil sE~rvice positions in the <br />RRRDI have backgrounds in agricultural engineering, and their formal <br />academi c tra i ni ng has prepared them well for many of the programl s opera- <br />tional planning and management tasks. However, they are not presently pro- <br />perly trained to undertake atmospheric science resE!arch and evaluation, nor <br />to plan and implement a scientifically-based weathE!r modification program. <br />It is the opinion of the team that it will be possible, given the sound <br />academic training of the staff in basic sciences and engineering, to develop <br />their short-term skills through a combined program of core training in <br />scientifically-based weather modification and in-SE!rvice applied training. <br />Long-term skills will have to be developed through advanced academic <br />training of a selected number of individuals in thE~ relevant disciplines of <br />the atmospheric sciences. Candidates for the long..term academic training <br />should be selected from among the qualified and interested scientists in <br />the RRRDI, universities and cooperating agencies. <br /> <br />" <br /> <br />Table 111-8. One of the great <br />· strengths of the RRRDI has been the development of a logistical capability <br />to mobilize human resources, equipment and materials in an organized <br />~ fashion to implement seeding operations. Visits to headquarters and <br />several field operation sites showed an ability of all elements of the <br />Institute staff to cooperate in implementing operational programs. <br /> <br />37 <br />
