Table 3: Past, Current and Predicted Population

Year Population
2000 9,612
2001 10,510
2002 10,832
2003 11 ,026
2004 11 ,295
2005 11 ,608
2006 11 ,884
2007 12,189
2008 12,501
2009 12,822
2010 13, 151
2011 13,488
2012 13,834

d) The Statewide Water Supply Initiative conducted by CWCB identified a 220/0
gap between water needs and water supplies in the South Platte Basin by
2025. Water conservation is one method the Town can use to help fill the
gap between water needs and water supplies.

The Town of Windsor in located in Weld and Larimer County, just south and
east of the City of Fort Collins. The municipal boundaries are generally
located east of Interstate 25 along State Highway 392.

Three potable water providers currently serve the Town of Windsor. The Fort
Collins-Loveland Water District is contracted to provide the Town with 0.3
million gallons of potable water per day, which is delivered through a 24-inch
transmission main located west of Town on SH 392. North Weld County
Water District provides potable water through a 14-inch transmission main
located north of SH 392, which provides between 120 and 355 million gallons
per year. The third supplier of potable water is the City of Greeley, which
delivers water to the Town through a 16-inch and 8-inch transmission line.
The City of Greeley is contracted to provide between 131 and 195 million
gallons of water per year to the Town.

The Town of Windsor has plans to construct a transmission line that will
connect to another North Weld County Water District transmission line. When
complete, this connection would provide between 120 and 1 ,800 million
gallons of additional water per year. Windsor is also participating in the
Northern Integrated Supply Project (NISP), which has the potential to bring an
additional 3,400 ac-ft of raw water supplies to the Town.

C9 Clear Water Solutions, Inc.
Windsor - CWCB Water Conservation Planning Grant Application

5
