4. In 2007, Windsor delivered approximately 1,909 acre-feet of water to customers.
Based on projected population growth and average per capita water use for
2007, the Town is likely to reach 2,000 acre-feet of use (covered entity) by 2009.
This projection is shown in Table 2.

Table 2: Gallons Per Capita per Day (GPCD)

Annual Water Gallons per
Delivery Capita per Day
Year ( acre-feet) Population (GPCD)
2003 1,555 11,026 126
2004 1,513 11 ,295 120
2005 1,707 11,608 131
2006 1,894 11 ,884 142
2007 1,909 12,189 140
Average 1,716 11 ,600 132
2008 1,960 12,501 140
2009 2,011 12,822 140

5. Background characterizing the water system, potential growth and any other
pertinent issues that relate to the stated evaluation criteria.

a) Per-capita water usage is shown in Table 2. Water delivery information was
obtained from the Town's billing records. Population data through 2006 were
obtained from the Colorado Department of Local Affairs (CDOLA). Population
data for 2007 was estimated from the average annual growth rate from 2002
to 2006, which is equal to 2.50/0.

b) Past, current and predicted population data for the Town Windsor through
2012 are shown in Table 3. Past data were obtained from CDOLA and
predicted population was estimated with a 2.50/0 annual growth rate, which is
indicative of average annual growth since 2002.

c) Windsor's per-capita water use at the end of 2007 was 140 GPCD. This per-
capita use includes water delivery for all water use including commercial,
residential and non-potable uses. The Town realizes the importance of water
conservation, particularly as it grows and resources become more limited.
The Town will target a 17.80/0 reduction in its overall per-capita water use over
a ten-year planning horizon (by 2019). This would effectively reduce per-
capita water use to 115 GPCD. Because this water-savings goal is difficult to
estimate prior to the development of a water conservation plan, the Town will
revisit and revise this goal, if necessary, as it further analyzes and
understands its system and high water use areas.

@ Clear Water Solutions, Inc.
Windsor - CWCB Water Conservation Planning Grant Application

4
