Background characterizing the water system, potential growth and any other <br />pertinent issues that relate to the stated evaluation criteria. <br /> <br />a) Per-capita water usage is shown in Table 2. Water delivery information was <br />obtained from the Town's billing records. Population data through 2006 were <br />obtained from the Colorado Department of Local Affairs (CDOLA). Population <br />data for 2007 was estimated from the average annual growth rate from 2002 <br />to 2006, which is equal to 2.50/0. <br /> <br />b) Past, current and predicted population data for the Town Windsor through <br />2012 are shown in Table 3. Past data were obtained from CDOLA and <br />predicted population was estimated with a 2.50/0 annual growth rate, which is <br />indicative of average annual growth since 2002. <br /> <br />c) Windsor's per-capita water use at the end of 2007 was 140 GPCD. This per- <br />capita use includes water delivery for all water use including commercial, <br />residential and non-potable uses. The Town realizes the importance of water <br />conservation, particularly as it grows and resources become more limited. <br />The Town will target a 17.80/0 reduction in its overall per-capita water use over <br />a ten-year planning horizon (by 2019). This would effectively reduce per- <br />capita water use to 115 GPCD.
