All seeding during the Operational Period was with live <br />AgI flares. In an effort to isolate results from seeding in one <br />period from those in the following, some constraints were nE~cessary. <br />For example, although the Operational Period began at 2200 hours, <br />the firing of the initial flare was limited to anytime after 2230 hours. <br />Whenever seeding was accomplished during the Operational Period <br />the Project Director was required to submit a written report that <br />noted the times of initial and final seeding. The information was <br />later used to determine the probability of live seeding materi.al con- <br />taminating the Experimental Periods. <br />There was considerable seeding activity durin;g the <br />Operational Period; sixteen flights, which included eleven se<eding <br />and five recon missions. A complete summary of Operational Period <br />flights is listed in Table ID. <br /> <br />3.3 Experimental Period <br />As previously mentioned the period 1200 through 2200 <br />was defined as the "Experimental Period". With one exception all <br />seeding flights in the Experimental Period were flown under Iconditions <br />required by the one-third randomization scheme. The only exception <br />to the rule was a mission flown after the raingage network was shut <br />down on 10 September; mission 39 on 12 September. <br />Under the one-third randomization process dummy <br />flares or placebos were used during one out of every three sE!edable <br />days. In all Experimental Period cases, members of the CIC crew <br />did not know which type flare they were using. <br /> <br />24 <br /> <br />'. <br />
