in 1965, a proposed draft of the Decree was forwarded to the Regional
Solicitor's office for review by the United States.
A draft or the Decree, essentially in its present form, was
presented to the board of directors of the Southeastern Colorado
Water Conservan~y District on January 21, 1965 and received unanimous
approval. The same received approval of the Arkansas Valley Ditch
Associat:on on January 22, 1965. Counsel for the District reported
that the paragraph pertaining to the lO-year quantity of flo,v had
been thoroughly revie...Jed by the Bureau of Reclamation and Water
Conservation Board and both agencies were satisfied that it provided
