(emphasis added). <br /> <br />The Bureau of Reclamation and District objected to language <br />pertaining to time as the proposed operation of Trinidad ReSErvoir <br />would involve the detention and s~bsequent release of river flews, <br />The District proposed, in lieu of the proposed paragraph, the estab- <br />lishmen~ of a technical committee to establish gaging stations and <br />make continuous measurements of the effect of the Project on the <br />river. If the studies showed a depletion, parties to the transfer <br />proceedings could apply to the Court for the modification of the <br />transfer decree. This concept appeared to be acceptable to the <br />interests, who made a new proposal as follows: <br />
