" '"

-2-

gates were re-opened and additional amounts of water were taken b:y thl~ meadow-

land ditches a~d the transmountain users.

Beginning in 1942, a year to year agreement has been in effect, under

which the 39,750 acre feet annually has been equally divided between the in-

basin users and the exporters. The meadowland users have been diverting under

allotments made on the basis of 4 acre feet per acre fo;..~ their irrigated lands.

This summary of uses has been made to assist in the interpretation of

attached Table 1, which shows diversions from the Laramie River and tributaries

in Colorado, including all available records of meadowland diversions which are

considered reasonably accurate, with averages shown for pertinent periods.

Table 2 lists the meadO'nland ditches in Colorado and summarizes available

data relative to the dates of opening and closing the headgates of these ditches

for the years 1937 and 1938, and the amounts diverted by each ditch during the

years 1937, 1938 and 1939. Since 1939 was one of the lIhorse racE~1I ;>rears, the

opening and closing datE~s were not considered typical. For the purpose of com-

parison, the averages for the period 1942 to 1949, during which ~rears the

division agreement has been in effect, are sho".'ffi for ea.ch of the ditches with

respect to opening and closing dates and amolmts divert,ed.

With regard to this table, it was recognized that adequate measuring de-

vices were not installed in all of the ditches until the season of 1939; that

the opening dates :3hO""m for 1937 are generally app:c oxi mate , the information in

most cases having been furnished from memory by the Colorado Water Commissioner;

that it has been reported that the w'ater users ~'!ere urged in 1937 and 1938 to

divert as much wat,er as was possible, which accounts for some unusual opening

dates (as early as late April in 1938); that 1938 was a year with a water supplJr

on both main river and tributaries, which was considerably above ave:rage; and
