<br />Projected PQpu1atiOD and W ater use <br /> <br />In February 2004, the Fort Collins Advance Planning Department released the 2003 Buildable <br />Lands Inventory and Capacity Analysis (BLI). The study states: "The Growth Management <br />Area is anticipated to reach capacity in approximately 2025 for housing and employment." With <br />most new development served by ELCO occurring inside the Fort Collins GMA, the District <br />will essentially reach build-out soon after the City of Fort Collins. City planning documents <br />indicate the population served by ELCO will increase from the estimated 16,336 to 47,000 by <br />the year 2025, a growth rate of approximately 5 ~ % per year. ELCO is considering build-out in <br />2030. <br /> <br />The Towns of Wellington and Timnath have also adopted Growth Management Areas that <br />include portions of the District's service area. The type of development the towns will allow <br />within ELCO' s service has not yet been determined, but it will likely result in land uses that are <br />more intense or dense than what is currently allowed by Larimer County. In response to studies <br />performed by the City of Fort Collins and inclusion of District served areas in the Tinmath and <br />Wellington Growth Management Areas, ELCO has implemented policies and programs <br />necessary to accommodate the significant rate of growth projected within its service area. <br /> <br />ELCO lacked a sufficient number of customer accounts to establish the water use of <br />commercial, employment, industrial, and multi-family areas developed under urban criteria. <br />The few customers ELCO currently serves in those categories are in older, established county <br />subdivisions. The City of Fort Collins bas much different development standards than Larimer <br />County. City standards require extensive landscaping and building facades that attract higher <br />end retailers and employers. Without data of its own to project future water demands in non- <br />residential City developments, ELeD relied on water use studies performed by the City of <br />Greeley in its 2003 Water Master Plan.
