<br />Section 1: <br /> <br />Overview and Backvound <br /> <br />East Larimer County (ELCO) Water District is a political subdivision of the State of Colorado. <br />It is governed and operated in accordance with the Colorado Special Districts Act. Special <br />Districts are locally funded units of government founded to provide necessary and desired <br />service within a designated area. The District is governed by a directly elected fivewmember <br />Board~ Board members serve staggered four-year terms and oversee the District's programs, <br />policies and projects.. As a quasi-government agency, ELeD does not operate for profit. It <br />generates only enough revenue to cover the cost of its operation and is not under the jurisdiction <br />of the public utility commission~ <br /> <br />The District was created by court decree on January 15, 1962 after voters in Larimer and Weld <br />Counties approved formation of the District. ELCO Water District provides drinking water to <br />homes and business located north and east of Fort Collins, Colorado. District boundaries <br />encompass approximately S3 square miles.. <br /> <br />The proposed landscape demonstration garden will be an educational resource and learning <br />center providing environmentally sound and cost-effective landscaping alternatives. Factual <br />data states outdoor water use accounts for 50 ~ 700/0 of annual water use. The primary purpose <br />of the garden is to educate the general public on the use of water wise plants while promoting <br />efficient irrigation technologies. This project would be located in a neighborhood setting and <br />will provide a convenient example of how cost effective and aesthetically pleasing xeric <br />landscaping can be. The garden will be used to showcase conservation best management <br />practices and technology in support of residential and commercial outdoor water conservation~ <br />The District's Board of Directors has endorsed the development of the garden. <br /> <br />Section 2: <br /> <br />District Water Demands and Supplies <br /> <br />The District is located in Fort Collins and services the Northeast part of Larimer County. At the <br />end of 2006, ELCO was providing water service to a population of approximately 16,300.
