<br />Melissa Tremelling - Senior Billing Specialist <br /> <br />Ms. Tremelling is highly skilled in multiple computer programs including spreadsheets, <br />database and word processing. She has over 5 years experience with ELCO beginning as <br />Billing Clerk in 2001 and most recently as Senior Billing Specialist. Melissa's intimate <br />knowledge of the District's utility billing software is an essential component to accessing <br />usage data necessary to assess the effectiveness of conservation measures and programs. <br />Ms. TremeIling has coordinated the sprinkler system audits ELCO provided this year <br />along with tracking their results. She also attended numerous conservation workshops <br />held in the N orthem Front Range this year and will use those tools to evaluate the <br />effectiveness of the landscape garden. Ms. TremeIling will design the brochures and <br />handouts. <br /> <br />Darwin Williams - District Engineer <br /> <br />Mr. Williams was hired by ELeD in March 2007 as District Engineer. He received his <br />Bachelors Degree in Civil Engineering from Colorado State University. He spent several <br />years in the engineering consulting field, with emphasis in water treatment, distribution <br />and transmission systems. He has reviewed the landscape design and will oversee all <br />aspects of the project installation. <br /> <br />Level of organizational communication with the public - Pubic education and outreach <br />regarding conservation efforts are provided to ELCO customers in a variety of ways. The <br />conservation link on the District's website provides information on indoor and outdoor <br />conservation techniques. Newsletters and notices are included in water bills. Press <br />releases in local newspapers are also used to inform customers of current issues related to <br />water conservation and drought planning. Every new ELeD customer receives <br />education materials promoting indoor and outdoor conservation and the importance of <br />good soil preparation. <br /> <br />Level of commitment from the Board of Directors - The ELCO Board of Directors is <br />very committed to conservation efforts. This commitment is reflected in the annual <br />budget allowing funds for: continuing education of staff, hiring a leak detection <br />contractor, providing customers with free indoor consexvation kits, offering free sprinkler <br />system audits, and contributing to the cost of a landscape demonstration garden. The <br />District Rules and Regulations prohibit wasteful or negligent water use. Its tap fee <br />structure and montWy water rates are also designed to encourage water conservation. <br />During the drought of 2002 and 2003 the Board adopted lawn watering restrictions and <br />continues to encourage voluntary lawn watering restrictions. <br /> <br />Water Efficiency Grant: Landscape Demonstration Garden <br />East Larimer County Water District <br /> <br />16 <br />
