Approximately 15 hours <br />every month is dedicated to extracting information from the utility billing system and <br />incorporating it into spreadsheets for further analysis. This information is an essential <br />tool used in water acquisition and storage planning as well as measuring the effectiveness <br />of conservation measures and programs. When technical expertise is required or time <br />constraints dictate, the District retains the services of consultants and independent <br />contractors to accomplish conservation related tasks. <br /> <br />Capabilities of the Staff <br /> <br />Mike Scheid - General Manager <br /> <br />Mr. Scheid is a native of north em Colorado who received his Bachelor's in Civil <br />Engineering from Colorado State University. Mike's tenure with BLeD began in <br />2002 when he was first employed as District Engineer. In 2006, the Board of Directors <br />selected Mike to fill the position of General Manager. Mr. Scheid has experience <br />with collaborative work relationships and public involvement process, as well as water <br />resources and water rights.. Mr.. Scheid has approved the design afthe landscape plan <br />and will approve all public handouts and information provided to visitors. <br /> <br />Kathy J. Phipps -- Admini~trative Manager and CFO <br /> <br />Ms. Phipps began her career with the East Larimer County (BLeD) Water District <br />twenty-eight years ago. She is very familiar with the District and what is required for <br />successful development and implementation of policies, goalsf priorities, and procedures <br />relating to water resources, water rights, financial management, budget and accounting. <br />Kathy will assist in designing the handouts and brochures. <br /> <br />Water Efficiency Grant: Landscape DemonstTation Garden <br />East Larimer County Water District <br /> <br />15 <br />
