Customers who keep their <br />cumulative water use below their annual allotment are not subject to the conservation charge. <br /> <br />In 2006, approximately 280/0 ofELCQ's residential customers exceeded their annual allotment. <br />Approximately' 270/0 ofELCO's non-residential customers exceeded their annual allotment in <br />2006. The average amount of the conservation charge paid in 2006 by residential and non- <br />residential customers was $129 and $825 respectively. <br /> <br />Tap Fee Structure <br /> <br />Beginning in January 2001, ELeO tap fees have been based on lot square footage for residential <br />customers. Irrigation only taps typically used to irrigate common areas in developments are <br />based on, square footage of turf and, square footage of mulched planting areas. Tap fees for <br />mulched planting areas are one-half that of turf. The tap fees are very effective at encouraging <br />developers to reduce the turf in common areas. <br /> <br />Water Conservation Plan Goals <br /> <br />The District's 2007 Water Conservation Plan established some of the following goals: <br /> <br />1. Select conservation measures and programs that target outdoor irrigation and customers <br />with high usage. Target customers include the following: <br /> <br />. Residential (indoor and outdoor usage) <br />. Commercial (irrigation usage) <br />. HOA green area irrigation <br /> <br />2. Select conservation measures and programs that are c,ompatible with the community. <br />3. Set a water savings target goal of5%, which would reduce the usage to158 gpcd based on <br />2006 water patterns (324 acre feet based on projected population at buildout) through <br />existing and additional conservation measures and programs. <br />4,.. Closely monitor HOA's irrigation usage and provide assistance through sprinkler system <br />audits and xeriscape programs. <br />5.. Continue to provide conservation education through newsletters1 flyers, 'newspaper, and <br />any other opportunity. <br /> <br />These goals were, developed with the intention of providing an optimal range of target <br />savings, while also facilitating the ability to easily measure the success of the plan on an <br />annual basis~ <br /> <br />Water Efficiency Grant: Landscape Demonstration Garden <br />East Larimer County Water District <br /> <br />9 <br />
