<br />~ <br /> <br />When a random decision was required, and the program DURAN <br />failed to respond during the hours between 7:30 a. m. to 4:00 p. m., Monday <br />through Friday, a decision was obtained by telephone from the Division of <br />Atmospheric Water Resources Management. If, outside of the above hours, <br />the program DURAN failed to run, and no Division of Atmospheric Water <br />Resources Management staff member could be contacted by telephone, an <br />emergency was declared; and the random decision was obtained by flipping a <br />coin -- heads, YES SE ED, and tails, DON'T SEED. Then, a verbal report <br />(by telephone) was made to the Division of Atmospheric Water Resources Man- <br />agement at the earliest possible time during the above listed working hours, <br />and within 48 hours, a detailed letter report of the circumstances was submitted <br />to the Contracting Officer. <br /> <br />,.. <br /> <br />2.2 THE EXPERIMENTAL DAY <br />2.2. 1 Definition of an Experimental Day <br />The operation of the seeding system and studies of the meteorological <br />network were oriented to the experimental day. A 24- hour period from 1100 <br />MST to 1100 MST constituted an experimental day. A declaration of an experi- <br />mental day was based on the morning forecast when certain criteria were met. <br />2.2.2 Criteria for an Experimental Day <br />The criteria for declaring an experimental day and their changes over <br />the five-yea.r period are listed below. Underlined sections within the wording <br />of the criteria are words or concepts which were added, or deleted, or reworded <br />which effected the change. <br />During the 1970-71 season a declaration of an experimental day was based <br />on the 0900 MST forecast and there was no provision for a later startup or change. <br />For the 1971-72 season this was changed to allow the forecaster to declare an <br />experimental day when the criteria were met within a time period of three hours <br />or greater. This was effective until 29 October 1974 when a change was made <br />declaring that no declaration of an experimental day would be made after 2300 <br />MST each day. This was effective the remainder of the Proj ect. <br /> <br />A) Criterion #1 <br /> <br />.:: <br /> <br />.:;- <br /> <br />1970-7l Original <br /> <br />Precipitation of 0.01 inch or greater is <br />forecast for anywhere in the Proj ect target <br />areas during the 1100 MST to 1100 MST <br />(24 - hour) period. <br /> <br />" <br /> <br />2-2 <br />
