<br />PREFACE <br /> <br />This summary report d~scusses pertinent issues and abiotic factors as <br /> <br />they relate to the Bureau of Reclamation's Skywater Program. Within the con- <br /> <br />text of the issues discussed, only the abiotic viewpoint has been considered. <br /> <br />The potential impacts on abiotic systems from precipitation enhancement <br /> <br />was considered only for normal or average conditions and. not for critical <br /> <br />situations such as flooding, severe storms, etc. An analytical frame.lork and <br /> <br />sensitivity matrices were developed from a general reference point of view, <br /> <br />and therefore, should not be considered at a site-specific level. The out- <br /> <br />put from the Abiotic Section is based on the considered judgement of the <br /> <br />group and not on in-depth documentation of the state-of-the-art. <br /> <br />I Nl'RODUGrrON <br /> <br />The abiotic issues considered in this section are basically those which <br /> <br />refer to the physical processes that take p~lce in a given ecosystem having <br /> <br />to do Hith the disposition of energy and Hater.
