<br />During the Preliminary Permit period, it is intended <br />that the evaluations and reports prepared by the Applicant's <br />engineers be expanded, and the preparation of an Application <br />for a Federal Energy Regulatory Co~mission License to Con- <br />struct the Project be accomplished. Included in the licensing <br />procedure would be the preparation of a Project Environmental <br />Impact Statement in Compliance with the National Environmen- <br />tal Policy Act. <br /> <br />It is corr~on practice to proceed with such investiga- <br />tions on a step-by-step basis. It is proposed to divide the <br />studies into two phases, with a limited program generally <br />being performed during the first year of the Preliminary <br />Pernit. In the following two years, the additional studies <br />and preparation of the License Application would be completed <br />and the Application submitted prior to the expiration of the <br />Preliminary Permit. <br /> <br />It must be understood that the Work Plan herein is based <br />on the Applicant's best judgement at this time. Changes in <br />the location and number of drill holes and seismic traverses <br />are to be expected depending upon the outcome and interpreta- <br />tion of the geological investigations of a project of this <br />type. <br /> <br />To perform the investigations on Federal Lands proposed <br />in the Work Plan, it will be necessary to obtain permits from <br />the various Federal agencies for lands which they administer. <br />Conditions included in the work permits relate to, among other <br />things, how the work is to be carried out, restoration pro- <br />cedures, wildlife restrictions, and the agency involved which <br />polices this effort. <br /> <br />In performing the investigations, Applicant will of course <br />be bound by all applicable State and Federal laws and local <br />ordinances. This includes meeting pollution control standards <br />on drill water discharges and other activities which might <br />cause stream pollution. <br /> <br />In preparing the investigation schedule, considerations <br />would include minimizing disturbances to any wildlife habita- <br />tion or migratory routes and locales. <br />
