<br />INTRODUCTION <br /> <br />By letter of June 30, 1980, the Federal Regulatory <br />COIT~ission (FERC) staff directed that a Work Plan for the <br />Sheephorn Project be prepared and filed by -the Applicants, <br />Vidler Tunnel Water Company and the City of Golden, Colorado, <br />prior to Cowmission action on issuance of a Preliminary Per- <br />mit for Project No. 2763. Accordingly, Applicant herein <br />submits the Work Plan for the Sheephorn Project. This Work <br />Plan outlines, insofar as is possible at the present time, <br />the Applicant's plans for field activities which would be <br />conducted during the three year period of the Preliminary <br />Permit. Applicant intends to consult and coordinate its <br />planned investigations and data collection activities, after <br />grant of the Preliminary Permit for this project, with the <br />appropriate federal, state amd local agencies, and may mod- <br />ify or supplement the within described plans, with appro- <br />priate filings with the Commission, as to any such modifi- <br />cations or supplements as they occur, and their potential <br />environmental consequences if any. <br /> <br />Vidler Tunnel Water Company began its study of the <br />Sheephorn Project in 1973. Between 1973 and 1975, the <br />project scope was defined by the Applicant and the Water <br />Resource Engineering Firm of W. W. Wheeler and Associates. <br />Preliminary operation studies were undertaken during that <br />time period to define the hydropower capability of the pro- <br />ject. <br /> <br />Vidler Tunnel Water Company was advised by its legal <br />counsel and project engineers to file an application for a <br />permit from the Federal Energy Regulatory Commission (then <br />Federal Power Co~~ission). <br /> <br />An application for a Federal Power Commission Prelimi- <br />nary Permit was filed on November 26, 1975, on behalf of the <br />City of Golden, Colorado. In December of 1975, the Federal <br />Power Cor-mission directed the application be amended to in- <br />clude Vidler as Co-applicant. The application was amended <br />and submitted in the name of both Vidler Tunnel Water Company <br />and the City of Golden, Colorado in January, 1976. <br /> <br />During the period of 1976 to 1980, the Applicants have <br />made written responses to questions submitted by the Federal <br />Energy Regulatory Staff and other interested parties. Also <br />corr~ents and questions have been submitted to the Applicants <br />by various interested and affected federal agencies. Between <br />1976 and 1980, the Applicant's engineers, w. W. Wheeler and <br />Associates, Inc., have prepared several reports concerning <br />the Sheephorn Project further defining and evaluating the project. <br />
