INTRODUCTION By letter of June 30, 1980, the Federal Regulatory COIT~ission (FERC) staff directed that a Work Plan for the Sheephorn Project be prepared and filed by -the Applicants, Vidler Tunnel Water Company and the City of Golden, Colorado, prior to Cowmission action on issuance of a Preliminary Per- mit for Project No. 2763. Accordingly, Applicant herein submits the Work Plan for the Sheephorn Project. This Work Plan outlines, insofar as is possible at the present time, the Applicant's plans for field activities which would be conducted during the three year period of the Preliminary Permit. Applicant intends to consult and coordinate its planned investigations and data collection activities, after grant of the Preliminary Permit for this project, with the appropriate federal, state amd local agencies, and may mod- ify or supplement the within described plans, with appro- priate filings with the Commission, as to any such modifi- cations or supplements as they occur, and their potential environmental consequences if any. Vidler Tunnel Water Company began its study of the Sheephorn Project in 1973. Between 1973 and 1975, the project scope was defined by the Applicant and the Water Resource Engineering Firm of W. W. Wheeler and Associates. Preliminary operation studies were undertaken during that time period to define the hydropower capability of the pro- ject. Vidler Tunnel Water Company was advised by its legal counsel and project engineers to file an application for a permit from the Federal Energy Regulatory Commission (then Federal Power Co~~ission). An application for a Federal Power Commission Prelimi- nary Permit was filed on November 26, 1975, on behalf of the City of Golden, Colorado. In December of 1975, the Federal Power Cor-mission directed the application be amended to in- clude Vidler as Co-applicant. The application was amended and submitted in the name of both Vidler Tunnel Water Company and the City of Golden, Colorado in January, 1976. During the period of 1976 to 1980, the Applicants have made written responses to questions submitted by the Federal Energy Regulatory Staff and other interested parties. Also corr~ents and questions have been submitted to the Applicants by various interested and affected federal agencies. Between 1976 and 1980, the Applicant's engineers, w. W. Wheeler and Associates, Inc., have prepared several reports concerning the Sheephorn Project further defining and evaluating the project.
