<br />. <br /> <br />. <br /> <br />SUMMARY <br /> <br />~ <br /> <br />Construction of a 310 foot high dam at the Sheephorn site would <br />impound 210,000 acre-feet. This water could be used on the Western <br />Slope for synthetic liquid fuel plants and the associated urban growth <br />and for other purposes. Substantial amounts of hydro power could be <br />developed at this site. The primary purpose of the project would be <br />to supplement the Colorado River flows during periods that conditional <br />and/or absolute synthetic ruel water rights would not be able to be <br />exercised. <br />As there are no streamflow records at the Sheephorn damsite, it <br />was necessary to estimate these flows by the use of recorded stream- <br />flow at gaging stations above the site. The study period adopted was <br />1952-1965, inclusive, which includes the low runoff periods in the <br />1950's and 1960's. These flows were corrected for anticipated full <br />development of upstream transmountain projects. Storable rlows at <br />the dansite are limited because of the requirements of downstream senior <br />water rights, the controlling one being the 1,250 crs right or the <br />Public Service Company at Shoshone. When this right is supplied, the <br />1,250 cfs plus tributary inflow below is adequate to supply the Cameo <br />irrigation and power rights. <br />Reservoir operation studies were performed in which the storable <br />flows at the Sheephorn site were used to supply synruel requirements <br />when the synfuel water rights were not in priority. With 210,000 <br />acre-feet of useable capacity at the Sheephorn site, an annual synruel <br />requirement of 340,000 acre-feet could be met if a 300 cfs fish and <br />wildlife bypass is made at the damsite. This 340,000 acre-foot require- <br />ment is equivalent to oil shale synthetic liquid fuel plants having <br />capacities ranging from 2.2 to 7.2 million barrels per day using the <br />water requirement ranges developed by the Colorado Water Conservation <br />Board. <br />It is estimated that the cost or the Sheephorn Project, exclusive <br />of hydro-electric costs, in 1980 dollars is $140,000,000 and including <br />the hydro facilities is ~170,OOO,000. <br /> <br />. <br /> <br />-17- <br />
