<br />FrOQ the foregoing table it is apparent that Senate Document 80 <br />amounts have been diverted only ror power during the winter months. <br />The recorded diversions for this critical water year amounted to 86 <br />percent of Senate Document 80 requirements. From this it is concluded <br />that the Cameo requirements adopted are on the conservative side. <br /> <br />Synfuel Requirements <br />As stated previously, the water needed for synthetic liquid fuel <br />production from oil shale varies between wide limits, depending upon <br />the process used. Furthermore, numerous water rights having various <br />appropriation dates are held by a number of entities. As it is <br />unknown which water rights might be perfected and which process will <br />be used, the studies were made on the assumption that the water rights <br />for synfuel production were adequate to supply the synfuel needs at <br />all times that water was physically available. <br /> <br />Sheephorn Reservoir Operation <br />The estimated historic rlow at the Sheephorn Damsite, corrected <br />for transmountain diversions, and for operation of Green Mountain <br />Reservoir, is shown in Table 2. <br />Surplus flows available for storage at the Sheephorn reservoir <br />site are those after Shoshone and/or Cameo requirements have been met <br />as well as an arbitrary minimum streamflow release of 300 crs at the <br />Sheephorn damsite for fish and wildlife purposes. In addition, the <br />requirements for synfuel plants and related urban growth having demands <br />of 100,000, 200,000 and 350,000 acre-feet per year were first met if <br />the water was physically available between Glenwood Springs and Cameo. <br />Storable flows at the Sheephorn site ror these three conditions are <br />shown in Table 3. It is to be noted that as the oil shale requirements <br />increase, the controlling call on the river remained at Shoshone; <br />hence, the storable flow remains the same under the three different <br />synfuel requirements. <br />As stated in the previous paragraph, an arbitrary 300 cfs was <br />selected as the fish and wildlife release.
