Box 287 Wiggins. co 80654 Dear Mayor Forsha: By Colorado Statues, the CoIorado Water Conservation Board is responsible for flood-related activities throughout the State of Colorado. These duties include assistance with the construction of flood control projects and coordination of National Flood Insurance Program. In addition, the Colorado Department of Local Affairs requests that the Board continue with the monitoring of the Kiowa Creek FIood Protection Project to assure that the project objectives remain operational throughout the 100-year project life. By this communication, I will assure the Town of Wiggins that a member of Board's Flood Control and Floodplain Management Section will be available to the Town to continue with certain project services. The Board will: 1. Provide technical information on the implementation of project operational and maintenance requirements. 2. Assist with the annual inspection of the project. 3. Designate a representative to be a member of the annual inspection and project operations team. 4. Review the annuaI report and provide the Town and FEMA with an opinion on the serviceability of the project. It is understood by the Board and the Department of Local Affairs' that the Town will: 1. Be the responsible sponsor/owner of the Kiowa Creek Flood Protection Project. 2. Be responsible for operation and maintenance of the Project. 9165E
