We have been discussing the cloud seeding potential in
Morocco in connection with your planning for a possible AID
program there. I thought it might be worthwhile to jot down
a few ideas that may be of interest to you.

As I am sure you know, there are many geographic and clima-
tological similarities between the coastal areas of Morocco
and the Santa Barbara, California area. One might assume, although
I gather you do not have a very good data base, that the convective
bands that produce the majority of the wintertime precipitation
in the Santa Barbara area, would also be a major factor in the
Moroccan climate. If this proves to be true, it would seem
that applying the seeding techniques developed on the Santa
Barbara project from 1967 through 1973 might be a very effective
method of seE!ding clouds in Morocco.

Although I know you are aware of the Santa Barbara results,
I am enclosing a reprint summarizin9 this project for your conven-
ience.' You may not know that we have applied these same band
seeding techniques operationally in Santa Barbara County and
elsewhere in the years since the research program ended with
very encouraging results. One of these programs was conducted
during the 1977-78 winter season in an attempt to alleviate
a drought condition in Santa Barbara County. Enclosed is a
copy of our evaluation report for that program which was based
on the data set from the earlier research project. As you can
see there was an indication of precipitation increases of about
40% which was consistent with the rE:!search results. Santa Barbara
County also contracted with NAWC to operate a seeding program
G4.tJ;ing the 1982-83 season and we are :just starting another operation
for ~bemlin March, 1984. We have also applied these band seeding
techniques in Los Angeles County and a modified band seeding
operation utilizing dry ice over Catalina Island in 1977 and
again in the 1982-83 season.
