seeding operations, and integrating cloud seeding

and river operations procedures.

7. Resolve the principal remaining scientific and

engineering uncertainties. These are: plume diffusion

and carryover of seeding materials; computer-oriented

forecasting; and definition of suitable "seeding

windows."

In general, the demonstration project should develop a

prototype or initial model, including systems, procedures,

evaluation, and organization of the project envisioned

for a possible future full-scale operational program.

The demonstration project would be based on the scientific

findings of the Colorado River Pilot Project and other
