The major field activities during the 10-year operational

period would include maintenance of the remote

~

controlled generators and data measurement stations,

manning the mountain observatory and High Plains

M
~

radar, and operation of the rawinsonde units. Most

contracts will be procured through competitive

procedures, although parts of the design and evaluation

may be done by state and other Federal agencies. Planning

will be a cooperative effort including local groups,

state agencies, and regional organizations.

6. Engineering Development. - An imbedded development
effort which is proposed within the demonstration

project will have four principal functions:

(a) designing the project and developing the needed

systems before the final decision to implement the

project is made, (b) resolving the key remaining

scientific uncertainties during the project, (c)

providing physical evaluation of seeding effects

and (d) upgrading of operational techniques.

In designing the project an improved computational

~

model of orographic precipitation will be developed

from the pilot Project findings.
