<br />The major field activities during the 10-year operational <br /> <br />period would include maintenance of the remote <br /> <br />~ <br /> <br />controlled generators and data measurement stations, <br /> <br />manning the mountain observatory and High Plains <br /> <br />M <br />~ <br /> <br />radar, and operation of the rawinsonde units. Most <br /> <br />contracts will be procured through competitive <br /> <br />procedures, although parts of the design and evaluation <br /> <br />may be done by state and other Federal agencies. Planning <br /> <br />will be a cooperative effort including local groups, <br /> <br />state agencies, and regional organizations. <br /> <br />6. Engineering Development. - An imbedded development <br />effort which is proposed within the demonstration <br /> <br />project will have four principal functions: <br /> <br />(a) designing the project and developing the needed <br /> <br />systems before the final decision to implement the <br /> <br />project is made, (b) resolving the key remaining <br /> <br />scientific uncertainties during the project, (c) <br /> <br />providing physical evaluation of seeding effects <br /> <br />and (d) upgrading of operational techniques. <br /> <br />In designing the project an improved computational <br /> <br />~ <br /> <br />model of orographic precipitation will be developed <br /> <br />from the pilot Project findings.
