About 40- to 50-percent <br />of the primary target areas in the Upper Colorado River <br />Basin would be seeded using techniques developed from <br />pilot Project research results and experiences. Prelimi- <br />nary planning, field studies, and designs could begin <br />as early as 1974 with full evaluations of the seeding <br />and impacts completed by 1988 - in time for final <br />decisions on how to meet water needs beyond the 1990 <br />period. <br /> <br />. <br /> <br />An active participatory role for the Department of the <br />Interior, Bureau of Reclamation, with close coordination <br />of local and state officials is proposed. This is in <br />keeping with the expressed Federal technology development: <br />role and the far-reaching responsibilities for resources <br />management the Secretary of the Interior has in the <br />Colorado Basin. These responsibilities include current <br />water compact involvements, existing facilities utiliza- <br />tion, planning and water management commitments, and <br />the cloud seeding research-development mission. <br /> <br />I~ <br /> <br />18 <br />
