ORA F T

~

mixing in the air currents. This system can be operated continuously
and unattended for long periods but is limited to use with artificial
nuclei. Targeting from the surface, in space and especially time,
can be extremely difficult. Frequently, as experienced in the
Colorado River Basin Pilot Project, airflow at generator level may be
away from the target area while winds at the cloud level are toward
it, or stable layers may trap the seeding material near ground level
preventing it from reaching the cloud.

Airborne techniques involve the use of an aircraft to deliver both
categories of seeding material directly into the cloud at the time
and position desired. Airborne techniques, therefore, provide
an extremely flexible and controllable method of seeding. These
techniques, however, are difficult to employ in conditions under
which aircraft flight is restricted, such as severe icing and close
proximity to mountains.

D. Evaluation of Results

.

The overall evaluation of a precipitation augmentation program in the
Colorado River Basin will consist of several evaluation efforts which
will address, but not be limited to the statistical approach, physical
investigations, system and technique reliability and applicability,
cost-benefit analyses, and social and environmental impacts.
