While research, monitoring, and evaluation efforts may equal <br />and likely exceed the cost of seeding operations, they are necessary. <br />All parties should move toward increasing these functions, and <br />development of evaluation procedures for operational seeding <br />should be the key part of the research plan. <br /> <br />4. State and local groups should be part of the planning process <br />and will require funds from the Bureau if they are to participate <br />fully. Costs are incurred in reviewing studies, preparing state <br />input, out-of-state travel, etc. The Bureau should visit state <br />and local groups often as planning progresses. <br /> <br />5. The open planning and scientific design workshop approach is <br />seen as very important, even from a state or local policy viewpoint. <br />The acceptability of designs and eventual results to the public <br />and state representatives can be improved by involvement at these <br />early steps. <br /> <br />6. There is an apparent increasing agreement that water produced <br />by cloud seeding should be temporarily considered as a comingled <br />part of the natural water supply until such time as evaluations <br />and technology are sufficiently improved to permit identification <br /> <br />28 <br />
