While research, monitoring, and evaluation efforts may equal
and likely exceed the cost of seeding operations, they are necessary.
All parties should move toward increasing these functions, and
development of evaluation procedures for operational seeding
should be the key part of the research plan.

4. State and local groups should be part of the planning process
and will require funds from the Bureau if they are to participate
fully. Costs are incurred in reviewing studies, preparing state
input, out-of-state travel, etc. The Bureau should visit state
and local groups often as planning progresses.

5. The open planning and scientific design workshop approach is
seen as very important, even from a state or local policy viewpoint.
The acceptability of designs and eventual results to the public
and state representatives can be improved by involvement at these
early steps.

6. There is an apparent increasing agreement that water produced
by cloud seeding should be temporarily considered as a comingled
part of the natural water supply until such time as evaluations
and technology are sufficiently improved to permit identification

28
