<br />ORA F T <br /> <br />Interim Planning Conclusions <br /> <br />.;. <br /> <br />The Bureau published an interim report in April 1978 reviewing <br />planning progress and the conclusions to date from these discussions 24/. · <br />The general points and tentative conclusions are: <br /> <br />1. There is increasing public and official support for a sound, <br />long-term research program and need for initiating a comprehensive <br />augmentation program. Although some of the present interest <br />can be attributed to the 1976-1977 drought, the basic interest is <br />still tied to the overall future water situation in the Colorado <br />Basin. A general consensus among the seven basin states indicates <br />that such an augmentation program should primarily be a Department <br />of the Interior responsibility and initiative under the Provisions <br />in Public Law 90-537, the Colorado River Basin Project Act. <br /> <br />2. While the Federal Government should provide most of the <br />funding, state and local groups should provide supporting funds <br />and cooperating services as they are able. This cost sharing <br />would improve local interest and support, facilitate public <br />relations, and be more in line with new water policies. Local and <br />state funds could be used to supplement the actual seeding costs. <br />Experience with past weather modification efforts shows that local <br />support and acceptance are critical factors.
