ORA F T

Interim Planning Conclusions

.;.

The Bureau published an interim report in April 1978 reviewing
planning progress and the conclusions to date from these discussions 24/. ·
The general points and tentative conclusions are:

1. There is increasing public and official support for a sound,
long-term research program and need for initiating a comprehensive
augmentation program. Although some of the present interest
can be attributed to the 1976-1977 drought, the basic interest is
still tied to the overall future water situation in the Colorado
Basin. A general consensus among the seven basin states indicates
that such an augmentation program should primarily be a Department
of the Interior responsibility and initiative under the Provisions
in Public Law 90-537, the Colorado River Basin Project Act.

2. While the Federal Government should provide most of the
funding, state and local groups should provide supporting funds
and cooperating services as they are able. This cost sharing
would improve local interest and support, facilitate public
relations, and be more in line with new water policies. Local and
state funds could be used to supplement the actual seeding costs.
Experience with past weather modification efforts shows that local
support and acceptance are critical factors.
