D R AFT

Cost estimates of a basinwide cloud seeding program are difficult to
assess since the level of technology to be applied and provisions for
other possible impacts make a wide range of valid estimates possible.
The Stanford study 19/ estimated production costs for a thorough
operational program at $5.5 million annually. Estimates by Stanford
allowed additional costs associated with avalanche control, flood
forecasting, environmental monitoring, and meeting other social
needs. Allowing for inflation adjustments to this estimate and using
the NAWC augmentation potential estimates, less operational and
suspension reductions, unit production costs of about $4.50 to $6 per
acre-foot for a fully effective and responsible program can be
projected.

~

The research program proposed in this conceptual plan will identify
the appropriate levels of technology to use, give better potential
and operational water yield estimates, and improve the cost and
benefit projections.

s

21
