<br />D R AFT <br /> <br />Cost estimates of a basinwide cloud seeding program are difficult to <br />assess since the level of technology to be applied and provisions for <br />other possible impacts make a wide range of valid estimates possible. <br />The Stanford study 19/ estimated production costs for a thorough <br />operational program at $5.5 million annually. Estimates by Stanford <br />allowed additional costs associated with avalanche control, flood <br />forecasting, environmental monitoring, and meeting other social <br />needs. Allowing for inflation adjustments to this estimate and using <br />the NAWC augmentation potential estimates, less operational and <br />suspension reductions, unit production costs of about $4.50 to $6 per <br />acre-foot for a fully effective and responsible program can be <br />projected. <br /> <br />~ <br /> <br />The research program proposed in this conceptual plan will identify <br />the appropriate levels of technology to use, give better potential <br />and operational water yield estimates, and improve the cost and <br />benefit projections. <br /> <br />s <br /> <br />21 <br />
