e

e

Continued investigation or implementation of one or any combination of the
programmatic alternatives in a particular region does not preclude
consideration of the remaining alternatives. Certain alternatives, or
combinations of alternatives, may be complementary. Thus, development of
precipitation management technology does not foreclose, per se, the use or
development of other water resource management alternatives.

Several alternatives were discussed by the Commissioner of WPRS at recent
congressional hearings [3]. Water and Power has conducted feasibility
studies on the development of geothermal resources and providing desalting
capability to develop a source of freshwater for augmenting the Colorado
. River system. It has been found that use of geothermal brines for augmenting
the Colorado River water supply cannot be economically justified unless an
energy production purpose can be included in the development. Water and
Power's demonstration program to improve management of water delivery systems
and onfarm irrigation practices has proven to be an effective conservation
tool for existing water supplies. Reservoir evaporation ,suppression has not
proven effective.

. .

6
