I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

canals will be more nearly met by reregulation. It is anticipated
that nearly all studies can be made on a digital computor, and pre-
liminary flow sheets have been developed and reviewed by systems
analysis personnel.

Finally, it is recommended that economic studies be made
to determine the additional monetary benefits which may be expected
by each canal system as a result of the enhanced water supply. By
analyzing the monetary benefits derived from a basin water management
plan or plans, the benefits derived without these plans and the costs
involved in implementing the water management plan or plans, the
feasibil ity can be assessed and the components of the best method of
utilizing the basin's water resources can be recommended.

~-

We have, as stated previously, omitted investigations and
comments on existing water laws. These laws, in our opinion, need to be
modified and supplemented to provide an effective system to develop,
control and administer the water resources of the State of Colorado
if maximum util ization of the water resources are to be attained
within the framework of tne priority system. It is therefore recom-
mended that this requirement be included in the next phase of the
investigations.
