It is anticipated <br />that nearly all studies can be made on a digital computor, and pre- <br />liminary flow sheets have been developed and reviewed by systems <br />analysis personnel. <br /> <br />Finally, it is recommended that economic studies be made <br />to determine the additional monetary benefits which may be expected <br />by each canal system as a result of the enhanced water supply. By <br />analyzing the monetary benefits derived from a basin water management <br />plan or plans, the benefits derived without these plans and the costs <br />involved in implementing the water management plan or plans, the <br />feasibil ity can be assessed and the components of the best method of <br />utilizing the basin's water resources can be recommended. <br /> <br />~- <br /> <br /> <br />We have, as stated previously, omitted investigations and <br />comments on existing water laws. These laws, in our opinion, need to be <br />modified and supplemented to provide an effective system to develop, <br />control and administer the water resources of the State of Colorado <br />if maximum util ization of the water resources are to be attained <br />within the framework of tne priority system. It is therefore recom- <br />mended that this requirement be included in the next phase of the <br />investigations. <br />
