CDM

Section 2
Profile of Existing Water System

. E-mail Distribution List - Residents may sign up to receive regularly distributed
e-mails summarizing town Board meetings as well as other pertinent news.
Information concerning water conservation and water restrictions has been
conveyed to the public through this system.

2.6.5 Parks Department Conservation Efforts

Since 2002, Erie's parks department has gradually adopted a variety of practices that
have improved irrigation efficiency on existing parks. This includes the following:

. Improved soil preparation for plantings and grass establishment

. Using a cycle soak method to irrigate turf improving irrigation effectiveness and
efficiency

. Planting native vegetation and drought tolerant plants where appropriate

. Irrigating parks in the evenings and at night when evaporation is low

Erie's parks department also meters its irrigation use and is charged by Erie for all
water usage. This provides a financial incentive to conserve water.

2.6.6 Use of Reclaimed Water for Irrigation

Erie's non-potable water supply consists of raw water and reclaimed water ("reuse").
The most significant benefit from a water conservation perspective is use of reclaimed
water4. Use of reclaimed water reduces the amount of first-use water needed to meet
irrigation needs. Colorado water law stipulates the types of water rights that may be
recaptured and reused. Erie is legally allowed to reuse its Windy Gap (Table 2-2)
return flows5 to exhaustion. This means that Windy Gap water rights may be reused a
repeated number of times. Each time a certain amount of water is consumed, the
remainder is captured for reuse. Through each cycle the amount of water available for
reuse decreases until there is not any water available for reuse, at which point
"exhaustion" is reached. All of Erie's remaining water rights are limited to a one-time
use.

Erie currently uses non-potable water for irrigation at the Erie Commons and Vista
Ridge developments. Since 2002, Erie has reduced its irrigation water needs by
reusing an annual average of 210 AFY of reclaimed water on Vista Ridge via
exchange. Reclaimed water will also likely be used at Erie Commons in the near
future.

4 Reclaimed water is wastewater treated to meet state water quality requirements, which vary
depending on the use of the reclaimed water.
S Return flows are water that is returned to a surface water body by gravity after use or is
discharged from a wastewater treatment plant.

DRAFT

2-13

\\DENSVR1\PROJECTS\9228 - ERIE\CONSERVATION PLAN\REPORT\DRAFT PRIOR TO PUBLIC REVIEW\CONNIE FORMATTED\SECTION 2.DOC
