Water meters
are read the 26th through the 30j31st of every month and bills are sent to customers
around the 10th of every month. The utility bill consists of the following components:

. Fixed monthly service charge for drainage

. Wastewater fee - A fixed monthly service charge of $8.30 plus a volume charge
based on the customer's average winter water usage (December - February)

. Water use fee - A fixed monthly service charge (based on tap size and whether a
residential or commercial customer) plus a volume charge based on the customer's
metered water usage of the current month

Erie has not experienced any significant revenue or billing issues. Customers are
currently categorized as commercial or residential. All large-scale users including
HOAs, commercial, industrial, and Erie's park service are included in the commercial
category, while the residential category primarily entails residential taps.

2.4.2 Water Rates

In September 2003, Erie adopted new water and wastewater rates for 2003 through
2007. The commercial water rate was established at a fixed rate of $5.73 per
1,000 gallons ($jkgal). Table 2-5 shows the water use rates for residential customers.
This increase in water rates provides a financial disincentive for high water use.

Table 2.5 Residential Water Rates from 2003 - 2007 ($/kgal)

Number of gallons used I I I I I
on a monthly basis 2003 2004 2005 2006 2007
First 1,000 $0.00 $0.00 $2.61 $2.85 $3.10
Next 1,000 $0.00 $2.55 $2.61 $2.85 $3.10
Next 1,000 $2.50 $2.55 $2.61 $2.85 $3.10
Next 2,000 $2.50 $2.55 $2.61 $2.85 $3.10
Next 5,000 $3.25 $3.32 $3.39 $3.71 $4.03
Next 5,000 $3.25 $3.32 $3.39 $3.71 $4.03
Over 15,000 $4.23 $4.32 $4.41 $4.82 $5.24

Erie plans to conduct a water rate study this year to establish future rates.
