Characterize Water Use and Demand Forecast
A draft of the water use and forecasted demands was developed. Information is
provided on potable and non-potable demands, total annual demands, demands by
customer type, per capita demands, and overall projected demands.

Proposed Facilities
A qualitative discussion of Erie's planned expansions of existing water facilities and
construction of new facilities was developed.

Conservation Goals
A draft has been developed identifying Erie's conservation goals and providing an
explanation of how the goals were developed.

Conservation Measures and Programs
Conservation measures and programs were selected for evaluation. A set of screening
criteria were developed to screen out the least beneficial or least applicable measures
and programs from the evaluation process.

Evaluate/Select Conservation Measures and Programs
The conservation measures and programs selected for evaluation were qualitatively
evaluated and either eliminated or carried forward into the next phase of evaluation.
Rationales were developed for the elimination of measures/programs that were
screened from further consideration. Water savings for the remaining
measures/programs were estimated where water savings could be estimated with a
reasonable level of accuracy. Following evaluation, the conservation
measures/programs to be implemented were selected.

Integrate Resources and ModifY Forecasts
Documentation was developed describing total estimated water savings and how
conservation measures/programs could reduce projected water demands and provide
cost benefits to future water projects. A qualitative discussion on conservation and
potential revenue effects was also prepared.

Implementation Plan
A draft implementation plan was developed. This includes information on the
implementation schedule, public participation, monitoring and evaluation, as well as a
plan for updating the Conservation Plan.

Public Outreach
An open house was conducted on May 9, 2007. Poster boards were on display
providing information on the Conservation Plan. A staff member was stationed at each
poster board where residents could provide comments and/or asl( questions. A handout
of frequently asl(ed questions (F AQ) was also available. Information on how the
public may provide comments on the Plan during the 30-day public review process
was included in a handout.
