Crystal Lakes Water & Sewer Association
Application for Assistance

Crystal Lakes Water & Sewer Association (CL) with Red Feather Irrigation
District (RFI) have filed an application for assistance for a proposed new dam to be
built on North Pine Creek near Red Feather Lakes>> Colorado. The application lists .
CL as the lead entity which will be responsible for any engineering study costs as
determined by the CWCB program..

Crystal Lakes has' transmitted Articles of Incorporation, Bylaws>> Financial
Statements and Water Court Decrees to help us determine their ability to repay any
loans.

Crystal lake has 1400 users with net revenue in 1990 of $157,000. 1990
expenses were $129,000, this was based on a $90/year user assessment for vacant land
and an additional $35/year assessment on improved land. Crystal Lakes is required
by a Water Court decree to build additional storage on North Pine Creek for its
augmentation plan.

The documents sent for review indicate that Crystal Lakes clearly has the
ability to participate in the feasibility study and repay any monies advanced for the
study should they decide to not use CWCB's resources in the final project. The
documents also indicate that Crystal Lakes has the ability to levee and collect the
required assessments.

We recommend that CWCB participate in a feasibility study for Nonh Pine
Creek Reservoir that is expected to cost $40,000. The anticipated size of the reservoir
is estimated. to be _ acre-feet.
