Recreation in the area will <br />not be disturbed during the replacement of the culvert structure. <br /> <br />B. Institutional Considerations <br />The BNSF Railroad Company will require that the project design be reviewed and <br />accepted prior to construction. Permits, which may be required, are shown in the <br />Institutional Considerations section Table VI-8 of Chapter VI. This project may be <br />required to develop and conform to a City of Loveland Storm Water Management <br />Plan during construction. Additionally the PUC will be contacted to determine if a <br />PUC order to construct a bridge will be necessary. <br /> <br />C. Comparative Evaluation <br />The evaluation of alternatives were based on costs, technical merit, and preference <br />of the Seven Lakes Reservoir Company and the BNSF Railroad Company since the <br />above described evaluation factors are common to all alternatives considered for the <br />project. <br />A feasibility level probable cost estimate was developed for each of the alternatives. <br />Major construction work items were identified and unit prices and quantities were <br />estimated. The following assumptions were made: <br />1. Water level in the canal at the time of construction will not be <br />inundating the existing culvert. This will be accomplished by <br />controlling the flow north from Lake Loveland using cofferdams and <br />temporary pumping as required. <br />2. The existing culvert is founded on suitable material and foundations for <br />any new structures can be located at similar elevations. Additional <br />measures may be required if bedrock is not suitable for the pile <br />supports for the new bridge. <br />3. Mobilization/demobilization cost shown in the estimate is intended to <br />cover the cost of mobilization and demobilization of equipment. <br />temporary construction facilities, bonds and insurance. This cost item <br />typically ranges from 5 to 15 percent of the total construction cost. The <br />cost estimates were based on 10 percent. <br /> <br />24 <br />
