During the 100-
year storm event approximately 36 homes will be located within the 1 DO-year
floodplain. For the 1 O-year event, a flow of 1,544 cfs will occur at the
downstream reach without overtopping the Monroe Avenue Bridge and will be
contained within the banks of the main channel. The HEC-RAS model indicates
that the 1,000 cfs flow from SLRC's non-storm operation mode (after removal of
the existing railroad culvert) will be completely contained within the banks of the
main channel and will not result in flooding. The City of Loveland plans to
replace the Monroe Avenue Bridge to alleviate the flooding problems associated
with the 1 DO-year storm event in 2008. The 100-year storm event flooding issue
should not affect the construction schedule of the improvements proposed by
SLRC since SLRC does not intend to use the full capacity of the north Lake
Loveland outlet works during such storms. The need to use the safe hydraulic
capacity of the Dry Creek railroad-crossing bridge would be generated by a
mountain snow event rather than a local 1 OO-year storm event. SLRC's higher
operational flows through Dry Creek would not be coincidental with a storm flow.
The Lake Loveland North Outlet Control gate has been automated and is
equipped with an autodialing alarm system to insure that routine irrigation
operations do not exacerbate downstream flooding during a storm event.

D. Water Demands
The scope of this project includes the replacement of an existing deteriorated 100-
year old railroad crossing culvert structure within the SLRC/GLlC system. No
additional water supplies, above or beyond that which has been legally decreed,
will be developed in connection with this project. No additional storage capacities
will be created. The use of the water will not change as a result of this project. The
project will not increase the Company's water storage or supply beyond that water
legally decreed.

19
